Bestpass Launches Toll by Plate for Commercial Fleets

“The rise of all-electronic tolling across the United States has led to an increase in unplanned toll by plate for commercial fleets,” said John Andrews, president and CEO of Bestpass. “By combining our traditional transponder-based coverage with this new toll by plate solution, we are able to provide an even more comprehensive toll management program for our customers.”

Bestpass toll by plate coverage includes both power unit and trailer license plates. It helps commercial fleets by consolidating nationwide coverage with tolling authorities and minimizing the impact of toll by plate transactions, which includes administrative fees and complications from delayed billing.

In addition to administrative fees and delayed billing, each tolling authority has different business rules, and toll by plate can introduce significant complexity for fleets, including challenges related to trailer plates and leased equipment. Toll by plate also adds expense and increases processing time for tolling authorities.

“Our toll by plate solution facilitates greater efficiency and less cost for both our customers and the toll facility operators, creating a winning situation for all parties,” said Andrews.

The Albany Business Review ranked companies throughout New York’s Capital Region, which includes 11 counties, based on three-year revenue growth. Bestpass has grown rapidly, surpassing more than $1 billion in total toll transaction volume in 2019. The company, with nearly 100 employees, has more than 8,500 customers and more than 600,000 deployed toll transponders.

Mr. Fogarty joins Bestpass with over two decades of executive experience in the software, technology, and data industries, and he comes to the company after 11 years with RDC (Regulatory DataCorp, Inc.) Under his leadership as President and Chief Operating Officer, the high growth Software/Data-as-a-Service company became a leader in fighting financial crime, helping protect approximately 1,000 banks and financial institutions and 35,000 compliance professionals in over than 100 countries before it became part of Moody’s Analytics earlier this year.

ALBANY, N.Y. – Bestpass, a company that provides a comprehensive payment platform with a focus on toll management for commercial and government fleets, was recently approved to be a non-voting member of the 6C Toll Operators Coalition (6CTOC). 

6CTOC is a collaboration between nearly 30 toll facility operators and owners using the International Organization for Standardization (ISO) 18000-63 transponder for automatic vehicle identification for the purpose of toll revenue collection. ISO 18000-63 technology is commonly referred to as 6C.

“Bestpass is thrilled to join all the agencies and authorities participating in 6CTOC to standardize 6C technology for toll lane vendors, system integrators, back-office vendors, and other entities in the RFID and tolling industries,” said John Andrews, president and CEO of Bestpass. “We are already deploying 6C transponders, and we are eager to leverage the technology to enhance our payment and tolling solution for customers and partners.”

Bestpass also recently reached an agreement to register the company’s 6C transponders with the Transportation Corridor Agencies (TCA) for use by commercial fleets on The Toll Roads in Orange County, Calif. Bestpass 6C transponders are currently undergoing testing on the 51-mile system, which includes the 73, 133, 241, and 261 Toll Roads. The agreement will ultimately provide Bestpass customers with seamless access to all other tolled facilities in California outside of Orange County, from the San Francisco Bay Area to San Diego.

“We’ve offered our customers coverage on The Toll Roads for several years now, but we are enthusiastic about working with TCA and other members of 6CTOC on the emerging 6C technology,” said Andrews. “By continually pushing the envelope and implementing smart new solutions, we can create a better overall tolling system for everyone, from the commercial fleets that use the roads to the agencies and authorities that operate them.”

Bestpass CEO John Andrews to Speak About Mobility-as-a-Service

John Andrews, president and CEO of Bestpass, will participate in a panel on “Making the Transition from Road Financier to Mobility Service Provider” at the International Bridge, Tunnel and Turnpike Association (IBTTA) Summit on Finance and Policy, to be held in Philadelphia from May 19 to 21, 2019.

Bestpass provides single-source payment and streamlined toll management services to more than 6,200 commercial fleets and drivers in the United States and Canada, with more than 540,000 deployed toll transponders on the road, and Andrews will address mobility-as-a-service (MaaS) from the company’s perspective as the leading nationwide toll service provider for fleets in North America.

Other panel participants include David Cuneo from the consulting firm Steer in Boston and Carrie Sauer from the Center for Safe Mobility at the University of Pennsylvania. Tom Delaney, of the consulting firm Atkins in Orlando, will moderate the panel, which will take place on Monday, May 20, from 4:00 p.m. to 5:30 p.m.

IBTTA is the worldwide association for the owners and operators of toll facilities and the businesses that serve them. Focusing on both macro-issues and micro-issues, the Summit on Finance and Policy will be attended by financial professionals, policymakers and practitioners at the federal, state and local levels.

William Decaire Joins Bestpass as General Counsel

DecaireBestpass, a company that provides single-source payment and streamlined toll management services to commercial fleets, recently hired William Decaire as general counsel.

In this position, Decaire is responsible for directing the company’s legal initiatives; providing senior management with advice on company strategies and their implementation; managing internal legal issues; overseeing the work of outside counsel; finalizing complex business transactions; and negotiating critical contracts.

Prior to joining Bestpass, Decaire practiced law for more than 17 years as an attorney with Carter Conboy, where he served as outside general counsel for several Capital Region companies, including Bestpass. He earned his juris doctorate from Albany Law School and his undergraduate degree in political science at the State University of New York College at Oswego.

A Town of New Scotland resident, Decaire also serves on the associate board of directors for the St. Peter’s Hospital Foundation and the board of directors for the Voorheesville Baseball Club, Inc.

Bestpass Expands Toll Coverage to Include South Carolina

Bestpass, a company that provides streamlined nationwide toll management service to commercial fleets, today announced that it is expanding its coverage to South Carolina through a partnership with the Southern Connector Toll Road while simultaneously launching a powerful tolling data visualization tool.

Southern Connector

Bestpass, which already covers nearly every tolled facility in the United States, is expanding its coverage to include the Southern Connector Toll Road (I-185), a 16-mile highway that allows traffic to move more quickly and efficiently through Greenville County in upstate South Carolina.

“The Southern Connector is one of the most convenient routes in the region, and as a result, we see a significant amount of commercial traffic,” said Pete Femia, president of the Southern Connector. “Partnering with Bestpass makes sound business sense. We know that they will take care of our commercial users, and we can focus our attention on other priorities.”

“We were able to directly integrate with the Southern Connector’s back office, which allows us to move payments and toll data in a streamlined process that significantly benefits both the tolling authority and our thousands of customers that use the highway,” said John Andrews, president and CEO of Bestpass.

Bestpass has been testing coverage on the Southern Connector with several customers and expects to make the coverage available to all users by the end of April 2019. The company is actively engaged with other tolling authorities to expand back office integration and payment processing, ultimately improving commercial toll management for both providers and end-users.

Empower

Bestpass has also launched Empower, a new reporting and analytics platform that transforms vast amounts of tolling data into meaningful charts and graphs to help customers identify tolling activity trends or anomalies and make strategic business decisions.

Empower takes raw tolling data and helps users visualize toll charges over time, violation occurrences, toll usage by authority, and high plate toll vehicles, with the opportunity to drill down on many other detailed data sets.

“No matter the size of your fleet, the sheer volume of toll data that is available can quickly become overwhelming. We’ve always provided great value to our customers by making their toll data more manageable, and Empower is the next level of toll data management,” said Andrews.

Several Bestpass customers are already using Empower, and the company expects to roll the new platform out to all its fleet customers by the end of June 2019.
